she's not op, just annoying as hell and makes the team play a certain way
It makes lowest level of pubs discover the words gank, which makes them really anxious
I doubt pro teams will pick drow up at all. She is so easy to kill compared to the carries pro teams actually use. Tusk however, could fit into certain aggressive strats very well. He is one of the best heroes for getting quickly behind a tower to pick off defenders if they try to send only 1 or 2 to delay a push.
She wasn't in -CM mode because she had a remake, any hero that gets a remake is taken out of -CM mode. Whether she is balanced or not isn't a massive factor, only stupidly broken heroes, new heroes, or heroes who have had big changes aren't in -cm
And she sucks balls now anyway.

The Gods at valve have rolled her into CM and tourney on the way shortly. The most reasonable argument for her being imba is now gone.
