I guess everyone responding is simply "paying his respects" for OP.
I will try taking it seriously though.
Firsst of all, you proposed a 20sec duration and didnt mention the cooldown, which , as far as I remember, is also 20 sec. That would make an infinite max speed/dmg buffed/tanked troll.
Secondly,as it is now, the only trully benefiting heroes are troll himself and other carries- and in a balanced team that would be no more than 3, less usually. So imo its fine.
Assuming troll isn't balanced, his ult isn't the problem. He doesn't have the mana pool to keep it up. His whirling axes cause damage and make you miss, that's pretty broken. That plus the ability for him to just toggle his q then throw axes at you to slow you down while you do the only smart thing (run) only to chase you down again and bash you is what's truly disgusting about him. I also don't think he's imba.

Instead of 180% atk speed for everyone, maximize attack speed for troll only for 20 seconds while increasing damage by 100% while taking less damage.
damage increase 50%/75%/100%
duration 10/15/20 seconds
less damage taken 15%/20%/25%
