The only problem I have with any foreigner is when they don't consider me anything other than an American. I'm always getting ganged up on by foreign stacks who don't speak in any English, except to talk shit about me.

I think it is more appropriate to address what has been referred to as the "Russian" community, as the CIS community, since it shares the language and, to a certain degree, the mentality. The differences between CIS and EU community can be divided into two major sub-groups, first one related to the play style and ability to cooperate and the second one to the overall attitude towards other players and in-game behaviour.
From my experience, CIS players tend to be way more aggressive in terms of play style and have a tendency for solo performances, rather than planned actions as a team. The usage of chat, both text and voice, is very limited and failure to cooperate is more likely. One of the explanations for that can be the language barrier, since a very small minority of CIS players speak English, but insist on playing on EU servers. Dedicated servers for the Russian region in Dota 2 provide no benefit in terms of in-game latency, therefore failing to incentivise the CIS players to switch to them. There is also an issue during the picking phase with the players from the CIS region, as they tend to completely ignore supports and stick with late-game heroes, which results in one-sided matches. The information above, however, mainly applies to low-mid skill games and in terms of in-game performance in the "very high" skill bracket the difference is almost non-existent with minor obstructions in terms of language. Another extremely important point to make is the lack of instructory videos in Russian. While written or even recorded video-guides for heroes are amply available in both languages and in good quality, it is extremely hard to find a decent "strategy" guide, akin to DotaCinema's Guide on Dota 2 roles, in Russian.
When it comes to the attitudes towards other players and in-game expression, the CIS region probably takes the lead in the amount of profanity and insulting behaviour. I believe that the reason behind that is the composition of the game audience, as the major part of the players from that region are in their early-mid teen years, while the EU players are on average a bit more mature. However, both regions tend to respond very badly to any critique, even if it is presented with logical arguments and in a friendly manner.
In terms of a specific approach, in my opinion, the first thing to consider is the aforementioned difference in maturity and average age of the players. It is much harder to reach out to the audience that is still rather young and it requires patience, as well as a great deal of understanding. Knowing the language is no doubt a huge advantage.

I'm russian, and I used to play exclusively on european servers. I'm not sure why most russians do it, but i did to evade russians lol. So for a bit more than a month now I've been playing on the russian server only since the ping there is actually 20-40 less than on EU servers.And surprisingly the quality of my games increased significantly. Tons of mannered, win oriented people play on the Russian server! And it seems that all the fucked up idiots and schoolies are playing at EU servers. I feel your pain guys, but I'm still kinda glad that I do not meet those "russians" as often now.

with the russians I've played yeah they can do mistakes like everybody but they keep playing and trying to win and they listen to advices or they adapt to the game.
Peruvians in the other hand, make mistakes and keep doing them then they flame you and they just feed intentionally because "mid no gank gg report"

Play well, avoid shitty players. It's not always possible, but hey. I never really care about the nationality of my teammates. At least I don't stalk their accounts in order to see where they are from, that prejudice will unconsciously make me play worse otherwise. Not worth it, specially in those cases where I actually get some decent people, but because of the "oh, they are from X country, fuck this, ggwp" I blind myself of my own mistakes and blame them.
CIS pros are super aggressive and have been for years. The typical average player simply tries to copy what "good" players are doing which is trying to copy what pros are doing. But there is a difference between an American nub, who will try to farm up as many NA pro teams do and fail at lasthiting... and a Russian nub who will try to tower dive like CIS pros do and feed like crazy.
If you see a game with all 10 Russians they will all constantly die and port back to a lane and die in one long teamfight that might last 10 min. Players will continue to dive past T1, T2, T3, T4, all the way to the fountain until they are dead or their target is dead. Backing is seen as cowardice and if you do not dive with everyone in a game with all Russian players they will curse at you and call for you to be reported. Their low skill attempts to be aggressive are very different from a game with lots of low skill attempts to have stable laning and farming. When you put a Russian who is used to everyone diving until they die in a game with ppl who want to farm he looks like the worst feeder... but really its cultural difference.
The Russian nub is not playing to win the game. He wan't to PvP. The American nub is not playing to win the game either. He wants to PvE. The Russian nub wants glory. The American nub wants $$$ for leet items.

For 5 minutes 3-4 of my team members went one at a time strait into their base after 1-2 targets without even attacking the freaking ancient or waiting for the rest of our feeding team to go in a group.
We had it in the bag and after 3-4 failed attempts by each of them, the other team just sent 1 person strait for the ancient and won.
I tried defending vs them, but couldn't do much quick damage late game as Veno and the 3 russian carries didn't even bother to go for the other ancient...

Yeah russians play alot of doto, allready got this one. But why on eu west? Why play on a server, if you are not able to communicate. This happens often. And why insult americans? Just play on your server, and you don't have to deal with muricans. I rarley see muricans on eu west.
And whats so fucking wrong about supporting? Playing decent support is alot of fun. Ofc you wont make 20 kills, but you have always something usefull to do on the map. You can ward, deward, gank, smokegank, stack creeps, countergank. You have to be in the center of the action everytime.

Playing on a certain server, cause its easier to win is just such a low attitude towards the game. If I would get the offer to train with Navi/Alliance etc. I would do it man. Without thinking a second about it. Ofc I would suck hard on their lvl and would cause games going bad and fail. But playing with the best out there would be just amazing. Learning so much about dota, and getting better at the game. If you want to get better, you have to play against better opponents.
Whats the point on 5 stacking and steamrolling random pubs? Thats like going to a Kindergarten and yell: "The strongest should come out, i will beat the crap out of him."
That won't make me a tough guy. I play to make improvments in my playstyle and to win against better opponents. Every step forward counts. You win 84% of your pubgames by stacking. So why the fuck do you have to farm easy wins? Take the next step, play tournaments or whatever.

By bad people i mean people who don't care about a team based game. Queue all over the place, don't play supportive etc.

Well i have to say i've had a much better time on US East server then in EU West , the reason for it is the actuall fact that so far the "muricans" i've met do understand when to farm and when to teamfight, and it was a pleasure to play support there because those guys new what they were doing, even got a mexican or some shit there and the guy was ok, the atmosphere was relatively more chilled then on the EU server.
In the EU server you get the odd team that actually comunicates and plays but you get alot of try hards and trolls, sure you have trolls and tryhards everywere but it seems like the EU West server has a blackhole integrated that sucks every single one of these players into its gravitational pull...
You get the odd Dondo Pudge / TA / Slark going mid and either being brilliant or a complete tosser, you get people that dont understand the concept of tactic and strategy and simply fail to notice that if they can't harass the other side they can farm and wait for an oportunity, you get people that 5 man gank all the time ( wich in itself isn't a crap thing .. when you are getting kills ) and then you get the 5 man stacks that either are taking the game seriously and are a pain to beat ( but not impossible ) or the ocasional exploiter team, had one of those in the low skill bracket when i was showing the game to some friends that wanted to play... was actually a particular disgusting moment when the clock shows 30sec after game start and you hear that Rosh is dead..
The most odd moments in EU West so far, apart from the rosh idiots, some Muslim guys that started the game and then went afk.. they paused and said.. wait its prayer time.. i meen 20 minutes.. i have nothing against "prayer time" , but its a bit inconsiderate towards others players to start a game you know you cant play because you have other shit to do in about 15 minutes...
All in all its the atittude of the players, you get turks that spam chat all the time with their shit or how good they are ( or not ) , russians that just dont shut up once they start dying, i meen its a cultural / age / mentality thing, most of these people are on their teens and really havent got much in their heads, like the other guy said its about getting as much kills because it will somehow look good and will make them somehow win the game ( wrong ) .
There's also the eternal farmer, teamfights? I need more gold. Push the lane? Naw more gold.. We're winning.. oh now i can go ( usually when people are already finishing some rax crap, We're losing? .. shit team ( right 4vs5 all the time and not showing when needed is the smart thing to do ) .
These are the examples of almost every server, but in EU West its like the standard, its like you have some hidden label calling out to every single idiot to go in there and play like a retard.
Back on topic, you talk about russians, well some are actually really good, and actually nice, most people forget that you get a ton of players from the Former USSR , they all talk or write in a somewhat similar language but aren't actually russians , dont forget you get arabs here also and those are by far more aggressive and dumb at play then the usuall "russian" suspects, i have yet to see a polite arab playing the game, and playing well... think i had one or two in my friends list but they dont seem to play anymore but anyways they were drops in an ocean of idiocy.
TL;DR, no not all russians are bad, the main problem are, as earlier pointed, cultural diferences mostly.
